Dear Friends, Like many of you, I am deeply concerned that the state does not have a budget. In August, the Senate passed a budget at last year’s level as a first step. The state could have immediately begun disbursing nearly $47.6 billion to counties, schools and hospitals, without the need for any new taxes while we worked on a full budget. Unfortunately, some chose to make this very important process political. The bottom line is that the Governor’s budget called for almost $4 billion in new spending at the same time as our Commonwealth is facing a $3.5 billion deficit. We simply cannot afford the Governor’s proposal and unlike the federal government, the state must balance our budget. If we do not hold the line on spending this year, next year will be worse and that’s unacceptable. Sincerely, In this Update:
October is Breast Cancer Awareness MonthOctober marks the start of Breast Cancer Awareness Month, and I’m proud to launch a month-long campaign in partnership with the Pennsylvania Breast Cancer Coalition (PBCC) and our regional YMCAs to raise awareness and share lifesaving information. Did you know that 1 in 8 women in the U.S. will face a breast cancer diagnosis in their lifetime? The good news is that when detected early, most women can live long, full lives. Mammograms remain one of the most effective tools for early detection. Thanks to Act 1 of 2023, Pennsylvanians insured under state law can now access no-cost breast MRIs, ultrasounds, genetic testing, and genetic counseling. Throughout October, local YMCAs will host free information tables with brochures and resources available to the community. I encourage everyone to learn more about prevention, early detection, and support services by visiting the PBCC website. Early detection saves lives—take the time this month to learn, share, and support. Providing Loan Interest Forgiveness to Counties and Head StartAs work continues on finalizing a state budget for 2025-26, my priority remains enacting a budget that respects taxpayers and does not spend beyond our means. Spending too much this year would set Pennsylvania on a course of fiscal uncertainty and tax increases, and we cannot allow that to happen. It’s important to get a budget finished as soon as possible – but it’s more important to get it done right. Recognizing the impact of the incomplete budget, the Senate is expected to advance legislation providing loan interest forgiveness to counties and Head Start early childhood education programs that receive state Treasury loans to keep their services available while budget discussions continue. I’ll update you on the status of this legislation as it moves forward. Open Government: How to Access Public RecordsUnder Pennsylvania’s Right-to-Know Law (RTKL), all state and local government agency records are presumed to be public. If an agency wants to withhold a record, it must prove that it is entitled to do so under the state law or court order. The Office of Open Records maintains information about the RTKL and Sunshine Act, which governs public meetings. This includes information about filing a request for records, a database of Agency Open Records Officers and a Citizens’ Guide to the RTKL. The office also provides information about filing an appeal when a RTK request is denied and provides a variety of training resources including PowerPoint presentations and videos. Honoring Our Veterans at Montgomery County Community CollegeLast week, I had the privilege of attending the Montgomery County Community College Veterans Breakfast Club. It was an honor to be invited to share my story, but even more humbling to sit alongside so many veterans who carry with them experiences, lessons, and memories of service to our nation. Gatherings like this are a powerful reminder of the unbreakable bond that exists among those who have worn the uniform. Each story shared is a testament to resilience, sacrifice, and the continued dedication veterans bring to their families, workplaces, and communities long after their military service ends. I am grateful to the Veterans Breakfast Club and Montgomery County Community College for creating a space where these connections can be fostered and honored. It is through opportunities like this that we not only preserve the stories of our nation’s heroes but also strengthen the bonds that keep our veteran community strong. Celebrating 10 Years of the Veterans’ Island Project and Pottstown Veterans’ Community DayLast weekend, I had the honor of attending the 10th Anniversary of the Veterans’ Island Project and Pottstown Veterans’ Community Day. This event is a special opportunity to recognize and support our veterans, their families, and the volunteers who serve them. A heartfelt thank you to Cathy Paretti and the Veterans’ Island Project for inviting me. Cathy founded this project over a decade ago, and her dedication has created a lasting impact on our community. This year marks her final term as Board Chair, though she will remain on the board. It was a privilege to present Cathy with a citation and a surprise certificate in recognition of her leadership and service. The Veterans’ Island Project exemplifies how community support can make a meaningful difference in the lives of those who have served. Berks-Mont Business Association BreakfastRecently, I had the pleasure of attending the Berks-Mont Business Association Breakfast. I provided an update on the state budget and shared insights on initiatives that impact local businesses and our community. It was a wonderful opportunity to connect with business leaders, exchange ideas, and celebrate the innovation and collaboration that make our region thrive. Meetings like this remind me how vital strong partnerships between government and local businesses are to our shared success. Berks County Land Use and Housing ForumBerks County is currently navigating a housing crisis, and the Berks County Planning Commission is working to bring community voices together to identify solutions. On Wednesday, October 8, at 2:00 PM, the Commission will host a Land Use and Housing Forum at the South Campus Activity Complex in Mohnton, PA. This forum will bring together representatives from across the county to explore real, actionable strategies to address housing challenges. Community participation is strongly encouraged:

Fall Trout Season is UnderwayThe crisp days of fall mean it’s time for one of Pennsylvania’s favorite outdoor traditions, trout fishing! From October 1 through mid-December, the Pennsylvania Fish and Boat Commission (PFBC) will stock approximately 116,500 Rainbow, Brown, and Brook Trout across 118 lakes and streams throughout the Commonwealth. These stockings provide excellent opportunities for anglers this fall and even for ice fishing later this winter, as conditions allow. Applications Accepted for Keystone ChalleNGe Academy January ClassTeens between the ages of 16 and 18 can apply now for the Jan. 2026 class of the Keystone State ChalleNGe Academy at Fort Indiantown Gap in Lebanon County. A National Guard program, the academy uses a military academy training model to provide structure and discipline for youth. Classes begin in mid-January and mid-July each year. The residential portion of the program runs for 22 weeks. All meals, housing, uniforms and school supplies are provided at no cost. You can learn more and apply here.
