Dear Friends,

This week, the Communications and Technology Committee, which I chair, unanimously passed Senate Resolution 244 to establish a Task Force on Child Protection in the Digital Age. The legislation would direct the Joint State Government Commission to convene a task force, to meet no less than once every two years, to review Pennsylvania’s existing statutes, assess emerging technologies, and identify statutory gaps in protections for children in the digital environment. The commission will issue a report and recommendation for action to the General Assembly.

Technology is evolving at a pace that is leaving gaps in existing statutory framework to protect children online. Advances in artificial intelligence, social media platforms, algorithm-driven content and digital manipulation have created new and increasingly sophisticated risks to minors, including exploitation, exposure to harmful content, and psychological harm. We need to continually reevaluate our laws to ensure they are updated to protect our kids.

The proposal builds upon the work of the legislature to address digital harms to children. In 2024, the General Assembly passed my bill, now Act 125 of 2024, to combat AI generated child sexual abuse materials (CSAM). In 2025, my legislation to classify deepfakes as digital forgery was also signed into law as Act 35 of 2025.

By establishing an ongoing review process, this legislation ensures that Pennsylvania’s laws keep pace with the digital age and that our statutes and policies are continually reevaluated, updated, and strengthened.

Sincerely,

In this Update:

Pennsylvania Senate Commemorates America’s 250th Anniversary in Philadelphia

Photo collage of Senator Pennycuick attending America 250 ceremonial session

This week, I had the distinct honor of participating in the Pennsylvania Senate’s ceremonial session at the National Constitution Center in Philadelphia to commemorate America’s Semiquincentennial. I was proud to open the session with the Pledge of Allegiance as we marked 250 years of American independence.

Gathering in the birthplace of our nation, just steps from Independence Hall, was a deeply moving experience and a powerful reminder of the courage, sacrifice, and vision that built our country. The ceremony continued a long-standing Senate tradition of recognizing major milestones in our nation’s history in the very city where our democracy began.

As we reflect on the enduring principles that shaped the United States, we are also reminded of the responsibility we share to preserve the freedoms we cherish for future generations. It was truly an honor to be part of this historic moment for Pennsylvania and for our nation.

Pennycuick Bipartisan Legislation Introduced to Expand Fertility Preservation Coverage for Cancer Patients

I’m proud to introduce bipartisan legislation alongside Senator Nick Miller (D-14) to require insurance coverage for fertility preservation services for cancer patients in Pennsylvania.

While cancer treatment can be lifesaving, it can also impact a patient’s ability to have children in the future. No one should have to face the impossible choice between treating a life-threatening illness and preserving the possibility of starting a family.

Thank you to the survivors, doctors, and advocates who joined us to share their experiences and expertise. Senate Bill 1315 is about ensuring patients have hope, options, and peace of mind during one of the most difficult times in their lives.

Aerospace Day Highlights Pennsylvania’s Innovation and Opportunity

This week, I participated in Aerospace Day at the Capitol and joined meaningful conversations about the future of aerospace in Pennsylvania.

Throughout the day, industry leaders, educators, innovators, and policymakers discussed the strength of Pennsylvania’s aerospace ecosystem and the opportunities that lie ahead. We also had important conversations about where we can continue to improve, particularly in supporting innovation, expanding research and development, and building a strong, skilled workforce for the future.

Pennsylvania has a proud history of leadership in aerospace, and it is clear that our Commonwealth is well-positioned for continued growth and success in this critical industry. I remain committed to working alongside our partners to ensure Pennsylvania continues to compete, innovate, and lead for generations to come.

New Crosswalk Improves Safety and Connectivity in Skippack Township

I was pleased to join Skippack Township, Rep. Matt Bradford, and residents of the Meadow Glen community for the ribbon cutting ceremony celebrating the completion of a new crosswalk at the intersection of Cross Road and Spencer Drive.

This important improvement will enhance safety and connectivity for residents by making it easier for neighbors to walk throughout the community. Investments like this help strengthen our neighborhoods and improve quality of life for local families.

Thank you to everyone who helped to bring this project to fruition and for your continued commitment to making Skippack Township a safe and welcoming place to live.

Reverend Michael Tannous as Guest Chaplain

It was an honor to welcome Reverend Michael Tannous from the 24th Senate District to the Pennsylvania Senate this week as our guest chaplain.

A lifelong servant leader, Reverend Tannous has dedicated decades to his community through ministry, coaching, youth mentorship, and service. His commitment to guiding and supporting others has made a lasting impact across the region.

We are grateful for his presence in the Senate and for the words of reflection he shared with members.

Taiwanese American Heritage Week

It was an honor to recognize Ambassador Tom Chih-Chiang Lee on the Pennsylvania Senate floor in celebration of Taiwanese American Heritage Week.

Pennsylvania is home to a vibrant Taiwanese American community, and I am proud to support the strong and growing relationship between Taiwan and our Commonwealth.

Thank you to Ambassador Lee, Ms. Peggy Pei-Qi Wu, and Ms. Ya-Fei Hsu for joining us at the Capitol and for their continued efforts to strengthen cultural and economic ties.

Senate Approves Tougher Penalties for Attempted Murder of Law Enforcement Officers

The Senate approved legislation closing a gap in state law and imposing tougher penalties on individuals who attempt to murder a law enforcement officer and cause serious bodily injury.

Under current law, the penalty for attempted murder of a law enforcement officer could be as little as seven years in prison. Senate Bill 1284 establishes a 20-year mandatory minimum sentence and a maximum of up to life in prison.

The measure was passed on Police Officers’ Memorial Day in Pennsylvania, which honors the brave men and women of law enforcement. It now heads to the House of Representatives for consideration. Read more about this legislation.

Senate Committee Approves Measures to Make Housing More Attainable

Legislation aimed at expanding access to attainable housing while preserving local control was approved by the Senate Urban Affairs and Housing Committee. The bills now move to the full Senate for consideration.

The legislation includes:

  • Senate Bill 803, which establishes First-Time Homebuyers Savings Accounts, allowing individuals to save for a home with tax advantages.
  • Senate Bill 1277, which updates the law to give communities more flexibility to offer up to 20 years of tax relief, helping spur construction of new homes and local growth.
  • Senate Bill 1278, which creates a Residential Economic Development District (REDD) Grant Program to support the construction of housing near job centers through partnerships between local government and developers.
  • Senate Bill 1279, which creates a Housing Development Regulatory Compliance Officer to serve as a single point of contact and improve coordination in the permitting process.
  • Senate Bill 1281, which streamlines municipal approval processes by allowing pre-approved housing plans, reducing delays and cutting unnecessary red tape.

Forming a robust strategy to increase housing supply, lower costs and stimulate economic activity is a key focus for the Senate this year. Read more about these attainable housing bills.

You’re Invited: Unclaimed Property Day in Montgomery County

Looking inside of a vault in the PA Treasury Department.

In partnership with the Pennsylvania Treasury, I will host Unclaimed Property Day in the 24th District to help residents locate and find unclaimed assets. Hundreds of thousands of dollars remain unclaimed locally, and this event is an opportunity for residents to recover funds that may belong to them.

The event will be held on Monday, May 11, 2026, at two locations:

  • Montgomery County Community College, 101 College Drive, Pottstown — 9:00 AM to 12:00 PM
  • Trappe Borough Hall, 525 West Main Street, Trappe — 1:00 PM to 4:00 PM

My staff, along with representatives from the Pennsylvania Treasury, will assist residents in searching the Treasury’s unclaimed property database. Claims under $500 may be processed on-site, while larger claims may require additional documentation and follow-up after the event.

Residents are encouraged to bring information for themselves or family members who may have unclaimed property.

Mother’s Day and Mammo May

24% of PA women miss a mammogram yearly, 38 PA women diagnosed with breast cancer daily, 90% of women survive at least 5 years with early diagnosis

Mother’s Day is a great time to remind Mom and all the women in your life about the importance of annual mammograms.

While these low-dose x-rays are critical to a lifesaving early diagnosis of breast cancer, one in four Pennsylvania women fail to get a mammogram each year.

Annual mammograms are recommended for women beginning at age 40 or as early as age 25 if a woman is considered at increased risk for breast cancer. Learn more from the Pennsylvania Breast Cancer Coalition.
