Builds Upon Her Bipartisan Work to Protect Young People from Malicious Use of AI
HARRISBURG – Sen. Tracy Pennycuick’s (R-24th) legislation to ban “nudification” applications from being developed, operated, or made available in Pennsylvania, including through online application marketplaces, passed the Senate today 49-0. Senate Bill 1368 passed the Senate Communications and Technology, chaired by Pennycuick, with unanimous support in June.
Through AI individuals can take an image of another person and manipulate it to generate a fake nude or sexually explicit photo of that person.
“I have heard from families in my district and throughout Pennsylvania who have experienced the real-world consequences of this technology,” Pennycuick said. “These applications serve no legitimate purpose and should not be available in Pennsylvania. For children and young people, the consequences can be devastating. In a matter of seconds, an image can be manipulated, distributed to countless people, and inflict emotional and reputational harm that can last a lifetime.”
Through the bipartisan work in the Senate and House that secured passage of Act 125 of 2024 and Act 35 of 2025, Pennsylvania has already taken important steps to confront the malicious use of artificial intelligence, and continues to make progress through measures such as Senate Bill 1050 (Protecting Our Children in the Digital Age), Senate Bill 1090 (Protecting Children from Harmful AI Chat Interactions) and Senate Resolution 244 (Task Force on Child Protection in the Digital Age). Each of these efforts reflects a simple principle: technology should not be used as a weapon against children, victims or vulnerable individuals.
