Pennycuick and Scheuren Present State Grant to Area Emergency Responders

State Assistance for Local Projects

POTTSTOWN – This week, Sen. Tracy Pennycuick (R-24) and Rep. Donna Scheuren (R-147) met with Goodwill Ambulance to survey the new emergency equipment provided through a state grant they helped secure.

The Local Share Account (LSA) Statewide Grant, awarded by the Commonwealth Financing Authority (CFA) in December 2025, provides $103,635 to purchase new power stretchers for its ambulances. The grant application was submitted by Upper Pottsgrove Township on Goodwill Ambulance’s behalf.

Specifically, the project will upgrade the fleet of ambulances with a power load lifter system, automating the patient loading and unloading process. This upgrade will replace the manual lifting system, reducing physical strain on EMS personnel and minimizing injury risks, both acute and long-term. The new systems will improve safety for both patients and EMS staff, enhancing the quality of care and preserving the health of emergency responders.

“Making sure our emergency responders have the tools and resources necessary to serve our communities is essential to protecting public safety and saving lives,” said Pennycuick. “I am proud to support this ambulance company and the vital work its personnel perform every day to help residents in times of need.”

The event was held at the Goodwill Fire/Ambulance Station, 714 E High St, Pottstown, PA 19464. The company serves the following municipalities: Pottstown Borough, Lower Pottsgrove, Upper Pottsgrove, West Pottsgrove, New Hanover, North Coventry, South Coventry, East Coventry and Douglass in Berks County. 

In addition, Sen. Pennycuick and Rep. Scheuren also presented awards for the following grants:

Douglass Township (Montgomery County) – CFA Multimodal Transportation Fund grant for the County Line Road Bridge Replacement Project at the intersection of County Line Road and Swamp Creek Road, Gilbertsville – $232,925.

New Hanover Township – CFA Greenways, Trails, and Recreation Program grant for the Moyer Road Meadows and Trail Improvement Project – $100,000.

Lower Frederick Township – two LSA Statewide Program grants; for the purchase of a police vehicle – $58,520; and renovations of the township building to include parking lot enhancements and the installation of an information digital communication sign – $99,510.

The Commonwealth Financing Authority (CFA) was established in 2004 as an independent agency to administer Pennsylvania’s economic stimulus packages. The CFA holds fiduciary responsibility over the funding of programs and investments in Pennsylvania’s economic growth. Unique among state agencies in structure and scope, the CFA consists of seven Board members: four legislative appointees and the secretaries of the Department of Community and Economic Development, the Office of the Budget and Department of Banking and Securities. Project approval requires five affirmative votes, four of which must come from legislative appointees.
